Estimating the extra costs of different types and Levels of disabilities: Using the standard of Living approach

Abstract
This study tried to estimate the extra costs of different types and levels of disabilities using the standard of living approach. With analyzing the raw data of the 2006 Survey for People¡¯s Lives, this study used a set of questions of whether a household has any savings and a complex scale which is composed of 23 life-style items related to household appliances, food, clothings, housing, health, leisure, savings, social support and education. Types and levels of disabilities are regrouped as these£ºlight physical disability, severe physical disability, cerebral disability, light sensory disability, severe sensory disability, mental disability, light internal disability, and severe internal disability based on other research results. Household income was used as another independent variable, and control variables were the number of household members, the number of children under 18, homeownership, and location(Seoul, Metropolitian, small city, town), which were expected to have effects on the standard of living. As the scale related to the savings was a dependent variable, a logistic regression was used. While a complex scale of life-style items was a dependent variable, a multiple regression was used. As a result, the multiple regression model appeared to be a relatively very good model, while the logistic regression model was not adequate. Using the coefficients of the multiple regression, the extra costs of disability were estimated as these£º44 thousand Won for light physical disability, 185 thousand Won for severe physical disability, 152 thousand Won for cerebral disability, 19 thousand Won for light sensory disability, 328 thousand Won for severe sensory disability, 363 thousand Won for mental disability, 133 thousand Won for light internal disability, and 561 thousand Won for severe internal disability. The results of this study will be utilized to decide adequate amounts of disability allowance. Moreover, these will be used to improve the process of the National Basic Life Protection System for families with disabled members.
